The Government are deliberately misusing the number of GPs 'signed up' to Clinical Commissioning Groups to imply support for the whole NHS and Social Care Bill. If you're a member of a Commissioning Consortia/Group or a member of a practice that's involved with Consortia/Groups, please sign our petition.

We the undersigned are GP members of shadow Clinical Commissioning Groups (CCGs) or belong to practices that are members of shadow CCGs.

We are involved in Clinical Commissioning in order to protect our patients' future interests if the law changes. Participation in shadow CCGs is not - and should not be claimed as - support for the Health and Social Care Bill, which we do not support.

We support BMA policy that the Health and Social Care Bill should be withdrawn.

If the Bill is not withdrawn, we demand that the Government allows full and proper scrutiny of the entire Bill and the amendments to it. Adequate scrutiny of this complex Bill and its large number of amendments is not possible on the current timetable. The entire Bill with amendments should be recommitted and its Committee Stage extended.

On such a vital aspect of public policy there should be no use of the 'guillotine' to curtail debate.

This extra time would allow for a full consultation on, and consideration of, the proposed Bill and its amendments, so their consequences can be elucidated and then considered by the public, medical and lay organisations, and Members of both Houses of Parliament.

We understand the uncertainty that the Bill's interrupted passage through Parliament has already caused within the NHS, but getting the Bill right is more important than getting the Bill through Parliament. Poor law, on top of the £20bn efficiency savings target for the NHS over the next 5 years, will put more lives at risk now and in the future.
